New leadership selected for DCSC board





The Delphi Community School Board met Monday night. Two items on the agenda at the beginning of the meeting were to elect Board of Finance officers and to elect Board officers.

Newly-elected Board member Mike Priest nominated Neal Anderson for president of the Board, former president Steve Myer for vice president, and Kirk Schwarzkopf, board member, for secretary. Board member Gil Smith seconded the motion. Chris Nipple made a motion to vote separately for the officers, but that motion was defeated in a fourto three vote. Nipple, Bill Trueblood and Myer supported the motion while Priest, Anderson, Smith and Schwarzkopf provided “nay” votes. There were no other nominations for the offices, therefore Anderson and Myer and Schwarzkopf were determined to be the Board officers.

Schwarzkopf nominated Priest to be the president of the Board of Finance and Smith to be the group’s secretary. Smith provided the second to the motion. There was a question about whether Smith, who was nominated to be an office holder could second the motion nominating him. Legal counsel was consulted who indicated there was no problem if one of the nominees wanted to second the motion.

Priest and Smith were elected as the officers for the Corporation’s Board of Finance in a four-to-three vote. Nipple, Myer and Trueblood voted against the motion to approve. Schwarzkopf, Priest, Smith and Anderson voted in favor of the motion.

The Board voted to pay themselves $2,000 in 2019. Allison Everett was appointed corporation treasurer and Gayla Martin was appointed assistant treasurer.

The law firm of Newby, Lewis, Kaminiski and Jones LLP was retained to provide legal counsel in 2019. The public employee bonds will be set at $340,000, which includes a $100,000 bond for the corporation treasurer.

Connie Brown was named the high school treasurer, Bobbi Ellison the middle school treasurer, Connie Myer the elementary school treasurer, Shelly Britton the Camden Early Childhood Center treasurer and Susan Hartman, the Athletic Department treasurer.

The Board determined it will meet in regular session the second Monday of each month at 7 p.m. in the Corporation Office.

Resolutions

The Board also adopted five resolutions, four of which were mandated by the State of Indiana concerning financial holdings. They established an Education Fund and an Operations Fund, as directed by the state.

The former General Fund is now called the Education Fund and the Capital Improvement, Transportation and Bus Replacement funds have been combined to form the Operation Funds.

The Board then transferred funds from the Education Fund to the Operations Fund, they transferred the balance of the Capital Improvement, Transportation and Bus Replacement funds to the Operations Fund and they transferred the balance of the General Fund to the Education Fund.

The school leaders also adopted a resolution to authorize the Treasurer to pay claims, allow the Treasurer to make year-end transfers and to transfer funds from the Rainy Day Fund to the newly established funds.

Elementary School HVAC

The Board authorized up to $1.6 million to pay Performance Services for additional work in the elementary school’s heating and cooling systems. Fundraisers

The High School Oracle Yearbook staff will host a candy sale as a fundraiser to help individual students pay for their yearbooks. The fundraiser will be done using social media.

The High School National Honor Society will host a “Snap Social Media” fundraiser from Feb. 15 to March 15. Proceeds will help provide scholarships and leadership development for students.

The Elementary School will host a VEX IQ Robotics Tournament Jan. 19 Other business

The next Board meeting will be Feb. 11 at 7 p.m.
