Carroll JSHS a step closer to getting air conditioning





Carroll School Board had a 1028 hearing Oct. 21 on the junior-senior high school air conditioning project set for the spring or summer of 2009.

Superintendent John Sayers said school corporations must have such a hearing when anticipating a project that will cost more than a million dollars.

He said the total cost of this project is estimated at $1,967,000. The project will be paid for in two years, and will be paid through the debt service fund, according to Sayers. He said the project will not raise taxes.

Board president Sam Zook closed the hearing after no questions or objections were raised.

The hearing was on the same night as the board’s regular meeting. The board also approved an additional appropriation of $500,000 for the current piping project, which will tie into the air conditioning project. The corporation borrowed money for the estimated $1.4 million project. Sayers said the actual cost came in at $250,000 over the estimate. He said there is money in Capital Projects to cover it, but the additional appropriation gives the authority to spend it. He anticipates that they won’t have to spend the full $500,000.

The board also adopted the 2009 budget, Capital Projects Plan, and Bus Replacement Plan.

Junior-senior high school assistant principal Fred Schnarr reported on ISTEP changes. He said this is a transitional year. ISTEPs were given in the fall and will be given again in the spring. After this year, there will be no ISTEP testing in the fall.

Schnarr also said that this year’s sophomores (Class of 2011) were the last class to take the graduation qualifying exam (GQE). The Class of 2012 will be the first class to take the new End-of-Course Assessments (ECAs). He said the bar will be a little higher with the ECAs, compared to the GQEs.

Junior-senior high school principal Charles Huckstep gave an update on social studies offerings. He said the state will be phasing out senior geography. A popular summer offering for the past three years has been World History, semesters one and two.

Elementary principal Carolyn O’Connell explained the process the school goes through for social studies adoption. It started last February and ended Sept. 3 with the voting on social studies textbooks.

The board approved the hiring of Noel Pinkard of Flora as drama director. He is a 1987 Carroll graduate. He acted in Carroll plays and codirected the fall play in 1987. He also was involved in the Flora Community Theatre, Lafayette Street Theatre, Red Brick Theatre, and in several church plays.

Coaches hired were Miki Retzlaff, fifth grade cheerleading, and Tina Miller, sixth grade cheerleading and sixth grade girls basketball.

The board approved a fundraising request from Key Club, a school service organization sponsored by Burlington Kiwanis. The club will to buy Christmas gifts and food for one or two needy families in the Carroll school community.

A number of items were declared as surplus including 25 folding chair/desks and various technology equipment. Sayers said when items are declared surplus they are either sold, recycled, or otherwise disposed of.

Nine conference and field trips were approved.

Huckstep commended three students for outstanding effort in academic improvement: Codey Meade, Trevor McKenzie, and Tabitha Prater.

The next board meeting will be Nov. 4 at 7:30 p.m. at the Administration Building.
