Comet photo Oct. 3 – Three area nonprofits, Kokomo Rescue Mission, Camp Tecumseh and Wabash & Erie Canal Association, were the recipients of the generosity of J. Richard and Joan McCain who left 85 percent of their $12.30 million estate to funds set up through the Carroll County Community Foundation…. Carroll County Commissioners received their first look at a new two-story county jail containing 112 beds housing 90 prisoners. The cost is expected to reach $13 to $14 million…. Community members came out in force Sept. 29 for the second annual “Celebration of Life” event in memory of Abby Williams and Libby German, who were murdered Feb. 14, 2017…. Pastor Ed Selvidge has an interesting sideline – he repairs used sewing machines as a way to bless others in need.

The Carroll County Council reversed its previous decision and passed a proposed ordinance to increase the county income tax…. Megan Wagner, 15, of Flora won the youth division of the Flora Depot Day Writing Competition with her story, “The Broken Train.”…. Photo provided Oct. 17 – Melissa Bishop of Flora was presented with the John Corey Arts Leadership Award at the annual Bravo for the Arts Celebration…. Carroll County Commissioners decided to hear what the public has to say about a jail project before making a decision about whether to renovate the current building or build a new one and where the facility should be located. The meeting is set for Oct. 18 at 6 p.m. in the Circuit Court Courtroom…. Delphi Community High School student Madelynne R. Charles, 18, was arrested by local police Oct. 11 on felony charges of intimidation after she allegedly made a threat on social media to do harm to students at the school…. The Carroll County Transfer Station resumed regular full-time hours after operating on limited hours…. Carroll County Youth Soccer completed its biggest season of participation to date with ten U6 teams, nine U8 teams, four U10 teams, and five U12 teams, along with three junior high coed teams.

Oct. 24 – The Carroll County Council decided to increase the income tax. The state limits the Local Income Tax rate for Carroll County to 2.5 percent. That brings the total income tax levy to 2.0733 percent…. Students in the Carroll Consolidated School Corporation will have access to a new school meal program when it outsources its meal program to Chartwells, a professional food management service, when school resumes after the Christmas break…. The body of a missing Flora woman was found in Clinton County…. Carroll County Extension Homemakers and Flora Main Street hosted a “Pink Party” Oct. 20, raising $600 for the Purdue Cancer Research Center…. Martha Lewis, Carroll Manor matron, was honored as the Delphi Business Women’s Club “Business Woman of the Year.”

Comet photo Oct. 31 – There was a public dedication ceremony for an Indiana state historical marker commemorating agricultural leader Claude Wickard. It was unveiled at the Carroll White REMC building in Delphi… St. Elizabeth Healthcare Center in Delphi held an open house for its new Assisted Living opportunity…. Quinton Veach and Alisyn Scott were crowned king and queen at Carroll’s football homecoming game…. The Carroll County Historical Society and Carroll County Veterans Office will host The Great War: From Ration Lines to the Front Lines, a traveling exhibit during November in the county courthouse.

Nov. 7 – The 13th Annual Carroll County Chamber of Commerce Membership Meeting and Awards Dinner was held at the Wabash & Erie Canal Center. Miriam Robeson was presented the 2018 Charles Carroll Award for community service and U.S. Aggregates was named 2018 Carroll County Business of the Year… A record number of voters turned out for the mid-term election in Carroll County…. The Carroll County Area Plan Commission (APC) Zoning Administrator Doug Wagner has announced his resignation and his last day will be Nov. 16…. Delphi Board of Works members chose Bowen Engineering Corporation to oversee and work with subcontractors when the upcoming water project.

Nov. 14 – Delphi Community High School FFA completely restored a 1945 John Deere “B” which members have donated for inclusion in the John Deere Museum in Moline, Ill…. Carroll County Commissioners Bill Brown and John Brown were unable to agree which of two insurance providers to hire for next year…. Delphi Mayor Shane Evans said the City of Delphi will not receive Community Crossings funds from the 2018 application period… Delphi Community School Corporation Superintendent Greg Briles presented a maintenance contract from A&H Chapman Mechanical of Camden to provide building maintenance “as needed” for $80,000 per year…. Six of Delphi’s FFA members were honored in October at the National FFA Convention where they received the American Degree from the national group…. Members of the Delphi Lions Club held an auction to benefit the Libby and Abby Foundation and specifically the ball fields currently in development at the corner of SRs 25 and 218.

Nov. 21 – Carroll County Auditor Beth Myers reported to the county council that the 2019 budget was approved by the Indiana Department of Local Government Finance with some modifications… Phase II, site development, of the Flora Depot Restoration Project was completed earlier this year… The Town of Camden is on the list to receive $186,137.25 in Community Crossings funds awarded by the Indiana Department of Transportation. Camden’s match is 25 percent of the grant total of $45,845…. Four members of the DCHS soccer team were chosen for the Indiana Soccer All-Star Girls’ team – Hope DeMello, Katie Kleckner, Johnni McCarty and Sarah Rowe.

Nov. 28 – Carroll County Detective Tony Liggett said the ongoing investigation in the homicide of Liberty German and Abigail Williams continues with vigor…. Delphi Community School Corporation Transportation Director Ross Striebeck wants drivers to know “yellow” or “amber” lights mean “STOP” when approaching a school bus… Pete and Ann-Marie Circle were chosen by the Delphi Lions Club to be the 2018 Christmas Parade Grand Marshals…. Judy and John Ayres will lead the Flora Community Club Christmas Parade for 2018….. Arc of Carroll County President Beverly Wolf awarded a $1,100 grant to the Special Education Department of Carroll Jr.-Sr. High School. The school will use the money to initiate a resource library and to purchase flexible seating in three of the classrooms.

Dec. 5 – Carroll County Commissioners purchased a second scale for the county’s Trash Transfer Station so all trash can be weighed to ensure equal charging. Transfer Station operator Kirsten Wann told the Commissioners the only way their plan would work is to purchase a large truck scale… Flora Town Council President Josh Ayres attended his last regular council meeting after 16 years on the council. He was presented a clock to commemorate his service to Flora….. The City of Delphi Police Dept. will soon own a second Ford SUV after the Board of Works members voted unanimously to purchase a 2018 model for $28,000…. Gale Ennis Downham was honored as the 35th Flora Lions Club Pete Award winner. The award recognizes exceptional service to the community in honor of the late DeVere “Pete” Hoffman…. Carroll County Commissioners decided to pursue selling the building and land in Camden used for the county morgue…. The Carroll Drama Club will perform “Peter Pan & Wendy” by Doug Rand on Dec. 7-8 in the CJSHS auditorium.

Dec. 12 – The Carroll County Community Foundation received a grant of $500,000 as part of the Lilly Endowment, Inc.’s seventh phase of its Giving Indiana Funds for Tomorrow to help Indiana community foundations strengthen the towns, cities, and counties they serve… Deer Creek Township Board members David McCain and outgoing member Joe Mayfield, voted unanimously to give Indiana Landmarks $37,500 next year for repairs made to the structure of the Monon High Bridge… Delphi Classroom Teacher’s Association hosted a Community Coat drive and collected 120 good and new coats along with more than 100 other items… Delphi Community High School Interact Club students recently sent nearly 3,000 books to the African Library Project. Children in Bondo Township Primary School in Kenya received the shipment.

Dec. 19 – Katie Kleckner, a senior at Delphi Community High School, was named a recipient of a four-year, full-tuition scholarship as the Carroll County Community Foundation 2019 Lilly Endowment Inc. Community Scholar…. Carroll County Commissioners Bill Brown and John Brown were shown location and building plans designed by the architectural firm of Elevatus for a new jail at their morning meeting…. Carroll 7th grader Eli Harshbarger made a half-court shot at half-time of the Carroll- Rossville basketball game that earned him a $100 bill from First Farmers Bank & Trust…. Free Christmas Day dinners were offered in Flora and Deer Creek.

Dec. 26 – A Carroll County pursuit, started by Flora Police Officer Josh Disinger, ended in the arrest of Lance A. Scarlett of Lafayette…. Delphi residents will see an increase of 42.6 percent on their January water bills…. Carroll Elementary fourth grader Brooklyn Tinsman was the Donut Design Contest winner with her “Wild Raspberry” chocolate donut, according to customers at Flora SuperValu…. Carroll School Board voted to spend up to $890,000 to secure the entrance and renovate the office at the junior-senior high school…. Two Carroll County seniors were named to Indiana Football Coaches Association teams. Delphi’s Blake Carroll was chosen in Class 2A to the Senior All- State Team Offense as a wide receiver. Carroll’s Quinton Veach was named to the Class 1A Senior All-State Team Offense, also as a wide receiver.
