IDEM will visit Delphi for CAFO hearing

A hog operation called “Porkin’ Around” was denied a request to operate in the Hoosier Heartland Highway overlay district by the Carroll County Area Plan Commission (APC) in December of last year. The name and address of the applicant on an APC Pre-Application dated July 18, 2016 is Austin Jones. Jones completed another Pre- Application Jan. 9 of this year. According to the Indiana Secretary of State’s Business Entity website, Brian Jones is the manager of the operation and Austin Jones is the “registered agent.”

A letter from the Indiana Department of Environmental Management (IDEM) to Austin Jones, dated April 11, 2017, stated a request to hold a public meeting to discuss “your pending CFO application and the general CFO permitting process has been accepted.”

IDEM indicated in the letter a public meeting will be April 20 from 5:30 to 7:30 p.m. in the Delphi Public Library’s Gerber Globe-Valve room.

Neighbors Kay and Dave Martin were two of 147 names on a petition sent to IDEM to oppose the project. Dave Martin said the couple found out about the matter when APC Zoning Administrator Doug Wagner emailed them on April 11.

Martin said those who oppose the CAFO have questions about the permitting process as well as the effect of the CAFO on drainage. He said the land the CAFO will occupy is sloped and run-off from the hog operation will run to Rock Creek and eventually the Wabash River. Martin said additional concerns about the project include air quality issues and how construction and ongoing business traffic will affect the roads.

The public is invited to the IDEM hearing.
