Personnel is main topic at Carroll school board meeting
Citing financial reasons, board member Dave Lambert voted against three motions related to hirings at the July 20 Carroll School Board meeting.
He stated up front that more state cuts in funding are expected and that the board should take that into consideration for expenditures in the new budget year, which would include the second half of the 2010-2011 school year.
He asked why the corporation should hire people on a full year contract for positions that might be in jeopardy after six months.
For the position of inschool suspension aide, Michelle Simmons made the motion that the person be hired for first semester only. The motion passed, with a vote of 3 to 2, with Lambert and board president Sam Zook opposing. Zook later told the Comet that he voted no, both in agreement with Lambert over cost savings, and for other reasons, which he didn’t disclose. Stephenie Pencek was hired for the sixmonth position.
Lambert also was opposed to the hiring of a part-time math teacher. The vote was 4 to 1, and Amy Duff was hired for the full year position.
Superintendent John Sayers commented that he would not have recommended the two hirings if he didn’t feel that the corporation could afford them.
Lambert’s third opposing vote was for the extracurricular positions. Although the vote was for four coaching positions and more than 20 other extracurricular positions, Lambert told the Comet that his objection was to paid assistant coaching positions.
The motion passed, 4 to 1. Hired for the coaching positions were Jordan Scott, assistant soccer coach, Steve Pencek, varsity assistant wrestling coach, Ladd Kitchell, varsity wrestling coach, and Rob Kauffman, boys varsity tennis coach. Of the other extracurricular positions, no one has been hired for junior high yearbook, Sunshine Society sponsor, or high school history club sponsor.
One-year supervisor contracts were approved unanimously for Tom Allbaugh, maintenance supervisor; Byron Schaeffer, mechanic; Angie Veach, technology director; Robert Smith, CJSHS head custodian; Richard Brown, CES head custodian; and Rebecca Comoglio, school nurse supevisor.
The board also unanimously hired Cindy Tussinger as a junior-senior high school secretary. Sayers explained that with the retiring of Sarah Orem, the work of four high school secretaries will be divided among three secretaries. The other two, besides Tussinger are Lisa McIlrath and Tracy Miller.
The corporation will hire a fourth kindergarten teacher because enrollment, 80 students, now warrants another kindergarten section.
An official committee has been formed for the purpose of recommending a junior-senior high school grading scale, GPA calculation, and class rank. Sayers is chairman of the committee. Staff members are Debra Duff, Gary Duff, Marsha Eckert, Fred Schnarr, Charles Huckstep, Kristen Seward, and Scot Collins. Parents are Dale Griffin, Pat Hickner, Susan Budreau, Karen Balsbaugh, and Stephanie Lambert. Rick Eller is serving, as a representative of the school board.
Several corporation policies are under consideration and will be adopted at the next board meeting, which will be Aug. 3 at 7:30 p.m. at the Administration Building. The policies are on the corporation website for public review.
