Flora Council elects officers, makes committee appointments
Flora Town Council’s officers will remain the same for 2010 following election of officers at Monday night’s meeting.
Josh Ayres is president; David Albaugh is vice president; and Vince Seward is finance chairman.
Committee appointments approved were: Roger Daugherty and Troy Helderman, Board of Zoning Appeals, four-year terms; Gail Ennis, park board, four-year term; and Joe Moss, Carroll County Economic Development Corp., four-year term.
Pending their agreement to serve, Tom Kressley was re-appointed to the Plan Commission for a four-year term and Gary Yoder was re-appointed to the Board of Zoning Appeals for a three-year term.
Ayres expressed his desire that the town implement a compression brake ordinance. Community members complain often about the excessive noise,
he said.
“We need an enforceable ordinance with a reasonable fine for the offense,” Town Marshal Paul Redmon said.
Following discussion, clerk-treasurer Joretta Tinsman was instructed to check with neighboring communities that have implemented compression brake ordinances and report back.
Redmon said the ’07 Impala has 150,000 miles and “some problems” and it may be a good time to consider purchasing a new police vehicle. He was told to secure estimates.
The marshal also said that December was a good month, statistic-wise. He was off for most of the month and complimented his department for “doing a great job in his absence.”
The December police activity report included 8 arrests/misdemeanors, 3 felonies, 8 citations, 3 parking tickets, 10 warnings, 71 calls for service, 5 accidents investigated, and 1 warrant served.
The fire department is working to equip and customize the new fire truck, said Ayres.
He also reported that the big leafer motor may need to be upgraded. Utilities employees had trouble with it and had to use a back-up motor to finish the season.
Quotes to replace the roof on the water works building were received from T&M Heating & Cooling, Coomler Construction, and Hamilton Construction. Additional information such as warranties and guarantees is needed before a decision will be made.
Utilities employees Rob Buttice and Ron Fritz will be attending Leadership Carroll County classes starting Jan. 20.
No building permits were issued by the plan commission in December.
The town office will be closed Jan. 18 in observance of Martin Luther King Jr. Day.
The next meeting will be Feb. 1 at 6 p.m. at the town office.
Year end meeting
At a year-end meeting held Dec. 28, the council adopted a resolution, approved a contract, and kept contributions to employee health savings accounts the same.
Resolution 2009-03 reallocates appropriations in various funds.
Fire contracts for Monroe Township in the amount of $4,000 and Carrollton Township in the amount of $1,700 were approved.
The council decided, despite a 28-percent increase in the 2010 insurance premium, that the town’s contribution to employee health savings accounts will remain the same at $1,100 for singles and $2,200 for family plans.
Beginning in 2012, the town may decrease the matching contribution by 20-percent, but will discuss the reduction with employees prior to implementing the change. The town will make a full contribution for any new employee for the first two years of employment.
