Commissioners add to Carrollton Bridge awards wall

When a county completes a bridge project, especially a long and expensive one, it is good to be recognized for the effort. In the case of the Carrollton Bridge project, the recognition seems to be perpetual for Carroll County.

Carroll County Commissioners were awarded the sixth such recognition award at their Monday morning meeting. Local Technical Assistance Program (LTAP) program manager John Habermann presented a plaque depicting a replica of the organization’s “2008 Directory of Indiana State, County, City and Town Officials” featured on their handbook cover.

Habermann said a LTAP goal was for good projects to be continually awarded through the years. Commissioners displayed the award on the north wall of the commissioners meeting room directly after adjournment of the meeting.

Wind Energy Ordinance

The county’s first wind energy ordinance was unanimously adopted after a brief presentation of changes made in the past two weeks as requested by commissioners by Miriam Robeson on behalf of the Carroll County Zoning Committee. Robeson commented that Carroll County Area Plan Commission Attorney Cynthia Harmon advised it was not necessary for APC members to review the changes prior to adoption.

Robeson said the ordinance was “substantially modeled after the White County ordinance.” She clarified that anyone who purchases land next to a property with a wind generator should not expect to be allowed to build a residence within 1,000 feet. She said that it is improbable that anyone would choose to build that close to a wind turbine.

Highway department

Highway engineer Paul Couts reported department workers will be refurbishing numbered road signs which are missing numbers soon. He urged residents to report damaged signs.

Posts with reflectors will be installed at roadside culverts for marking purposes before plowing snow. Couts said lack of reflective markers posed a danger for passenger cars and snow plows alike.

Carroll County Chamber of Commerce is working in conjunction with the highway department to place signs directing traffic to historic places around the county.

Other business

Commissioners received a letter from the Flora Town Council requesting the county choose to house a third county-operated ambulance, which will be staffed beginning in January, in Flora.

Commissioner Pat Clawson said he removed a tree on the courthouse lawn that had “a bad case of worms.” He said the person who donated the tree originally requested that it be taken down. Clawson said he did the work to save the county an expense.

Carroll County Council President Ann Brown advised commissioners that money was appropriated in the cumulative capital improvement budget for attic insulation at Carroll Manor. She said the work should be finished this fall to save heating costs this winter. Clawson said he would contact Manor superintendent Martha Lewis about the project.

Tom Van Sickle was appointed as alternate to the Wabash River Heritage Commission.

The Carroll County Historical Society used the courthouse lounge Nov. 16 for a board meeting.

Delphi Chamber of Commerce will use the rotunda for the Festival of Trees Nov. 23 to Jan. 5.

Delphi Lions Club will have two signs on the courthouse lawn Nov. 28 to Dec. 5, advertising a community breakfast and the Christmas Parade.

Tri Kappa will use the lounge Dec. 5.

The next meeting will be Dec. 7 at 9 a.m.

Road closure

Highway engineer Paul Couts announced Tuesday that CR225W. to 825N. to 175W. between CR750N. and 850N. will be closed Nov. 19 and 20 for culvert replacement.
