Camden town council approves 2010 budget

Camden Town Council members approved the 2010 budget for $309,690, which is $16,456 less than the 2009 spending plan. Clerk-treasurer Pat Casserly advised the rainy day and local roads and street funds were significantly affected to protect the general fund.

Resolution 2009-B was approved to allow funds to be transferred between budget line items in the same categories. The measure will more adequately reflect spending patterns.

Camden Health Center

A $10,000 additional appropriation from the town’s Economic Development Income Tax (EDIT) was approved as advertised. The money will be used for necessary improvements and maintenance for the town-owned building which houses the new medical facility.

Town council president Pete Wagoner announced that the health center has been open since Oct. 8 He reported clinic business was growing steadily.

The facility’s open house will be Oct. 14 from 4 to 6 p.m. Area IV funding available

Casserly reported Area IV has funding available to assist qualified individuals with needs such as utility bills and rent. The program offers an energy program to replace furnaces, water heater and windows. She suggested residents contact Area IV in Delphi for further information.

HHH

Wagoner reported INDOT approved the county recommendations for segment three access locations. He said completion of approximately three miles of a new county road between Camden and the new highway would most likely be a county project which would utilize state and federal funding.

Granting opportunities

An Indiana Housing Authority grant application workshop for property owners is scheduled for Oct. 29 at 6 p.m. in the community building. The workshop is necessary to determine the number of qualified applicants before a housing grant is submitted.

The town will apply for a Disaster Recovery Round 2 grant for water distribution upgrades to include new fire hydrants.

An Energy Efficiency and Conservation grant, from federal stimulus funding, will be solicited for structure lighting in the new medical center along with an energy audit to allow for HVAC and other upgrades in the same facility.

Other business

The town will purchase a new police vehicle in 2010 with $24,943 from federal stimulus funding.

A leaf vacuum was purchased in part with a grant from the Northwest Solid Waste District.

Smith prepared a certificate, which was accepted by the town council, for substantial completion of the wastewater upgrade project, which is online as operational.

The town office will be closed Oct. 21 for training.

Halloween Trick or Treat will be Oct 31 from 6 to 8 p.m. The library, town office, and fire station will distribute candy and Camden Lions Club will host a costume judging at the community building.

The next meeting will be Nov. 12 at 7 p.m. in the library meeting room.
