According to a comprehensive financial report prepared by the county auditor's office, on average in 2009, eight residents per month paid the maximum amount ($56/day) for Manor services. The average number of residents each month since Jan. 1, 2009 is 17, although the capacity is 36. There were more female residents than males each month since the beginning of the year.

All Manor income is receipted into the county's general fund. It is not used specifically for the facility's expenses. The income is combined with all other income from fees, property and income taxes and used for county expenses, including those at the Manor.

The Manor receipted $130,684.80 as of July 9 and has spent $144,006.63. Although the facility was appropriated $289,342 from the general fund, only $13,321.83, or five percent, of the taxpayer-funded appropriation has been spent, if income received was factored into the equation.

Carroll Manor was appropriated $289,341 by the council for 2008. All but $1,198.93 was spent however $241,624 was received from resident fees.

The Manor's donation fund receipted $38,872.50 in 2008 and currently contains $16,548.19.
