What we expect from an elected official - protection
      Kudos to Carroll County Surveyor Wayne Chapman! Chapman did what we wish all of our local (state and national) leaders would do while performing his with the county. Chapman looked ahead at two different projects and saw what might become a problem for the county and its taxpayers. He spoke to protect both.

      Years ago I was given a small recording device. The gift was meant for dictation. The idea was that I could carry the recorder in my pocket and when inspiration struck I could quickly dictate said inspiration for transcribing later.
