Delphi Board of Works members ask questions and approve claims
Garrison Delphi Board of Works members Bob Conner and Brian Garrison met Monday to approve $226,537.17 in claims. However, that approval only came after nearly 10 questions, to clarify expenses, were answered by city clerktreasurer Janice Roe and mayor Randy Strasser. Garrison and Conner posed questions about perceived duplicate charges and credit card usage as well as computer and telephone service, including long distance charges. After receiving satisfactory answers the claims were approved unanimously.
Strasser announced legislative services on the state level projected a negative impact of $176,439 to the city in 2009 rather than the expected $240,000 less in income. He said the forecast for the next three years were aggravated amounts of $348,000 in 2010, $345,000 for 2011 and $346,000 in 2012.
Strasser distributed a preliminary list of projects which could be completed if a proposed federal economic stimulus package reaches the city level. He said projects which would receive first priority would be work on the water tower located on CR200N and floodgates at the Canal Park, which influence city well levels. He said the list of projects, totaling approximately $7 million, was submitted to the governor's office.
Conner Roe requested, to be included in the minutes, the reason Water Tower Place was exempt from participation in the city's mandatory trash removal program. Strasser said at the time of project planning it was agreed the facility would never pay for city trash removal. He said the decision was approved by the board of works at that time. He said it was part of the agreement with Area IV. To not honor the previous decision would result with a re-payment of grant money received.
After a question by Garrison, Strasser said two streets approved by the board of works to become one-way were ready for signage. He said the street department was not able to erect the signs due to frozen ground. Trees will be cut for the project also.
