Area IV Head Start begins enrollment Area IV Head Start serving Carroll, Clinton and White counties is now enrolling children for the new school year. The program is accepting children ages three to five for the school year beginning this fall. Children must be three years old by Aug 1 to be eligible. Head Start is a federally funded pre-school program, primarily serving low-income families. Services include health, education, social services and parent involvement. Carroll County's Head Start is located at Carroll Elementary School. Enrollment will continue through the summer. Applications are available at all Area IV Head Start sites.
