Committed to conservation
Rural Carroll County resident Larry Welborn, pictured, was bestowed the title of Distinguished Hoosier during the Carroll County Soil & Water Conservation District (SWCD) Annual Meeting earlier this month. Rhonda Hicks of SWCD said Welborn received the title due to his commitment to conservation and community in Carroll County through the years. Welborn retired as District Conservationist with the United States Department of Agriculture Natural Resources Conservation Service (NRCS), then resumed part-time duty as District Technician with Carroll County's SWCD before his final retirement in 2006.
