The Horseshoe Bend Civic Association, which is comprised of several members, sent a complaint letter about nuisance properties on the Bend to Carroll County Commissioners, which was announced at the last commissioners meeting. The Comet reported a single complaint was received, which was not inaccurate but could have been misleading.
