Carroll County Sewer district rep to lead group The Carroll County representative to the Twin Lakes Regional Sewer District is in line to become board president at the first meeting in January. Jefferson Township resident Wayne Garrison was appointed to the board in July 2006. The slate of officers for 2008 was announced at a recent meeting. It included Garrison for president, Thomas Pasquale for vice-president, Larry Dunn treasurer and out-going president James Smith for secretary. Current treasurer Art Anderson's board term expires Dec. 31. Garrison told the Comet Friday no sweeping procedural changes in board conduct or business are planned. However, changes might be in the offing. "I have my own ideas about how things should proceed," he said. "If I see changes that need to be made, I'll make those suggestions." Garrison said he has not provided regular reports to the Carroll County Commissioners because "others have done it for me." He said he had lunch with commissioners' president Loren Hylton recently to inform him that he was going to be the next president of the sewer district board. Garrison said he plans to steer the group to avoid some recent pitfalls. "We are going to try to avoid some of the problems we experienced in Phase III and IIIB with Phase IV," Garrison said. Phase IV is located near Buffalo in White County. The wastewater treatment plant will discharge into the Big Monon facility according to Garrison. Garrison said the board has not discussed in an open meeting, and no official action has been taken, to add another Carroll County representative on the governing body to replace Anderson. He said two more board member terms expire in December 2008 and the possibility of additional Carroll County representation exists for those seats. Jefferson Twp. Conservancy A Nov. 26 court order signed by Special Judge Kathy Smith of Clinton County ruled the request by petitioners to create a conservancy district in Jefferson Township was denied. The order stated petitioners failed to meet the burden for a referral to the Indiana Natural Resources Commission because they "presented no evidence to establish the number of freeholds in Jefferson Township," and...the petition "failed to contain a statement of the necessity of accomplishing each purpose identified in the petition." The petition for the creation of the Jefferson Township Conservancy District was dismissed. The next TLRSD meeting will be Jan. 10 at 7 p.m. in the White County Government Building. |
