      U.S. Sen. Dick Lugar announces that Chad Griffin, a student at Carroll Jr.-Sr. High School, is a county-level winner in the 2007-2008 Dick Lugar Youth Essay Contest. Eighth grade students throughout Indiana wrote essays focusing on this year's theme, "Energy Aware - Energy Independent.
