The time has arrived
A groundbreaking ceremony for the Twin Lakes Regional Sewer District Rattlesnake Creek Wastewater Treatment Plant was held Sept. 26 at the plant site east of Monticello on SR24. Although a hotly debated topic, few sewer district opponents attended the brief event. "I came here to see this folly get started," Jefferson Township resident Greg Smith said. Smith said he lodged a complaint against the district with the USDA and asked that it be passed along to the U.S. Dept. of Justice and the FBI. "This board has a history ofmistakes," he said. He suggested the wastewater treatment site could pose security problems for the department of Homeland Security. "I don't think we have a representative," he said referencing Carroll County's appointment to the sewer district boardWayne Garrison. "Mr. Garrison has his own agenda and he doesn't care what the people in Carroll County think."
