Council grants replacement worker Carroll County leaders adopted a hiring resolution in 2006 that required department heads to seek permission from the county council before hiring replacement personnel. The resolution was an attempt to examine the personnel needs of each office. County assessor Doris McLeland was faced with a dilemma when the second deputy in her office left without giving notice recently. McLeland wanted to replace the worker immediately, but the council was not set to meet again until July 31. In the spirit of working cooperatively with department heads, council members met in special session Thursday morning to hear McLeland's request. The request was not a simple one. McLeland asked for permission to replace the lost worker with the first clerk in her office. However, that person intends to attend Purdue University in the fall and would only be able to work part-time after school begins. Calling the worker "a big asset to our county," McLeland proposed the worker be allowed to work part-time, and receive the hourly pay of a full-time second deputy, minus benefits. Not willing to make a "quick decision" about granting an exception to the county-approved pay scale, council members voted to allow McLeland to replace the second deputy and hire a first clerk only. "We are suffering from some quick decisions," Steve Ashby said. McLeland was directed to approach the council when Purdue begins the fall session if she wants to make the pay scale adjustment request. "I'm willing to work with you," McLeland said in conclusion. The next council meeting is scheduled for July 31 at 6 p.m. |
