Second Vreba Hoff dairy slated for county A pre-application permit was issued in April to Optima Dairy, according to the monthly permit report submitted by Carroll County Area Plan office. Brian Daggy of Northpoint Engineering filed the request on behalf of the dairy. Daggy told the Comet Thursday that Koen Arseen J. Ally would be the dairy operator and Vreba Hoff is the developer. The permit did not come under review nor was it discussed at last Tuesday's area plan commission meeting. The permit came within the purview of zoning administrator Dale Huffer as dictated by the recently-amended zoning ordinance, approved by the commission and adopted by the county commissioners. "Special exceptions" to the zoning ordinance are reviewed by APC in a public meeting. Concentrated animal feeding operations are not considered to be a "special exception." Daggy said Renovations Inc. would be building the 2,200 dairy cow facility. Indiana Department of Environmental Agency permit applications are expected to be submitted in four to six weeks. According to Daggy the Ally family currently operate a dairy in Belgium and plan to relocate to Carroll County when it is time to begin operation. The dairy will be located on CR 225E., near CR 300E. and south of SR 25. Other business A request to vacate a subdivision plat by James Ike Tarvin in Tippecanoe Heights II was denied. A request to re-zone 309E. Main St. in Delphi from central business to urban residential received a favorable recommendation to be forwarded to the Delphi City Council for final determination. A request by Fred Enis to rezone the land adjacent to the Sportsman Inn from business to planned urban development was given a favorable recommendation. Enis plans to build a 10-unit condominium on the site. Commissioners will make the final re-zoning decision. Comprehensive Land Use Plan Huffer distributed a list of proposed participants for the upcoming focus groups. He said participation is by invitation only, noting that all areas in the county, such as Jefferson Township, are not represented on the list. Huffer asked for additions to the list, but received none from APC members. Invitations will be sent out the week of April 30. The next APC meeting will be May 22 at 7 p.m. Board of Zoning Appeals A variance from the side setback requirement of five feet was granted to Allen and Karen Treece in the Quiet Waters subdivision in Jefferson Township. A garage will be built within three feet of the property line. |
