Actions are louder than words The Carroll County Council needs to be commended for its proactive approach to learning that the county may have a significant shortfall in reserve funds. Rather than point fingers, the council formed a three-person committee of its own members to learn the facts. After meeting numerous times, the committee reported last week that it determined that the county employs an insufficient accounting system. Upon recommendation of the finance committee, the council approved requesting from the State Board of Accounts a cost estimate for an audit. Ann Brown chairs the committee. She told the council that since 2002 county expenses have increased significantly while revenues have decreased significantly. Consistent covering of budget shortfalls from county reserves would eventually deplete the fund. But getting a handle on the situation now with the State Board of Accounts help and taking corrective measures to implement better accounting procedures should go a long way in rectifying the situation. Kudos again for having the determination and courage, despite the potential sticky situation, to pursue the matter. |
