Drainage board honors long-time secretary
By Debbie Lowe

Commissioner Loren Hylton and Wanda Duff
In appreciation for her 13 years of service to the county, former Carroll County Drainage Board secretary Wanda Duff was presented a coverlet and a brick to be placed on the memorial walk, located near the flagpole on the east side of the courthouse, during the Monday morning drainage board meeting.

Duff was thanked personally by commissioner and drainage board member Loren Hylton.

"She did an excellent job," Hylton said. "She was always very prompt, dependable and caring."

In other drainage board news, commissioner George Mears was elected president of the group, Barry Emerson was appointed attorney and Kim Cripe was named secretary.

County surveyor Wayne Chapman provided a 2006 summary of activities. There were 62 individual drainage work orders for 2006 compared to 85 for the previous year. $225,067.47 was used for the work. A balance of $87,130.86 remains in the drain improvement account.

Chapman said a requested drainage plan from the proposed mega dairy has not been provided. He said the dairy would have to move county-owned tile to comply with county ordinances. He said he has been in communication with zoning administrator Dale Huffer about the matter.

Chapman announced he signed a contract with engineering firm WTH to provide an updated county map with townships, towns, sections and roads. He said the map will be available for purchase upon completion. Mears suggested Chapman work with other departments that might be mapping as a possible cost-cutting measure.

The next meeting will be March, 5 at 8:30 a.m.
