Commissioners take steps to control truck traffic
The need to restrict truck traffic was the topic of two separate discussions at the Tuesday morning Carroll County Commissioners' meeting. For truck traffic on county roads 225E, 400E and 500E from the north county line to SR18, an ordinance was adopted. Truck traffic near Wilson Bridge will be warned of the weight limit before turning onto the road.
Commissioner George Mears said he recently helped two semi-truck drivers cope with the situation of finding themselves at Wilson Bridge and being over-gross weight for the structure.
"What's the best sign to put up for a trucker to get a mental image of 'Whoa-I can't go there?'" he asked highway superintendent Ron Francis.
Discussion centered around notifying truckers before turning onto the road leading to the bridge. Several suggestions were offered from the audience, however no design decision was made.
"If there's no penalty involved...nobody's every going to read your sign," council member Ann Brown advised.
Francis announced the contract for repair work on the bridge was awarded by the Indiana Department of Transportation. However, he did not yet know what company received the award.
An ordinance intended to limit heavy truck traffic on three county roads from SR18 leading to Clymers was developed and adopted. The ordinance delineated trucks over 30,000 pounds with a destination of other than county addresses as those unwanted on the county roads. It was decided signs will be erected as soon as possible. The ordinance will be published in the Comet Sept. 12 and 19 and become effective Sept. 20.
Francis said research revealed Miami County requires a bond or insurance from any construction company to ensure roads used during construction will not be damaged or will be repaired before construction begins. He said one issue noted by the highway supervisor in Miami County is that, although he tries to work in conjunction with the area plan there, he does not always know when building construction is happening.
Yeoman/EMS building grant
A public hearing was held to satisfy submission requirements for the grant application for the community center/ EMS garage building proposed for Yeoman.
Grant administrator Amy Miller said the granting process was highly competitive. She said an additional $10,000 from the county commissioners and a $3,000 donation from Adams Township helped the project reach a philanthropic threshold which would make the application score higher than previous rounds of scoring.
Other business
A Residential Care Assistance Program contract for Carroll Manor was approved. The annual agreement is for reimbursement from the Indiana Social Services Administration for prospective residents to the home.
Justin Darling was appointed to the Delphi Library Board of Trustees.
David McCain was appointed to the Carroll County Park Board.
An annual Statewide Voters agreement was approved as presented by county clerk Laura Sterrett. The agreement will provide software and hardware for voters' registration computers that will enable any state office to automatically send notification to another office about registration.
A salary reimbursement agreement with the state for $21,122.13, based on performance, was approved for Emergency Management Agency Director Darling and his deputy.
A letter was received from the Indiana Department of Local Government Finance to congratulate the assessor and auditor for their reporting procedures.
The 4-H Community Building will be used by the Indiana Brethren Charity Fund Aug. 23, Sept. 27, Oct. 18 and Nov. 29. The building will be used by the First Step Preschool Sept. 26.
The courthouse lounge will be used by the Carroll County Family Clinic Sept. 13 from 3:30 to 4:30 p.m.
The Economic Development Income Tax plan was revised to include a $7,000 donation to the county economic development corporation.
The next meeting will be Sept. 17 at 9 a.m.
Drainage Board
Due to the absence of county surveyor Wayne Chapman, the drainage board meeting was brief and contained no new information.
