It seems that Carroll County Commissioners and community leaders, elected or employed, should, by their position of trust, be committed to the care and protection of all county citizens, including the elderly, as a priority interest of more significance than expanding IPC's specialty business interests.

It would certainly appear by statements and actions of county leaders that it is their desired intent to convey the county-owned land to IPC regardless of the detrimental quality of life which Carroll Manor residents will be subjected to! I ask our county leaders, are these people really so unimportant as you so display by even considering such a proposal? In all mention of this land sale, I have not once heard mention of NEGOTIATION.

County leaders have within their power the capability to outright refuse sale of this land.

At the very least, a contract can be negotiated to protect Carroll Manor residents and better a more favorable agreement for county citizens.

At the Feb. 19 commissioners' meeting I proposed the following context:

+ IPC acquire a suitably located land parcel and build a replacement facility to protect our elderly and their caretakers from stench and industrial noise;

+ Require with open records, any future employee hiring be certified as here in our country legally and a minimum of no less than 60 percent verified residents of Carroll County;

+ No new construction on presently owned Carroll County land will be permitted until Carroll Manor residents are safely relocated at the new facility;

+ Negotiations will be open to the public at a time convenient to the majority of county citizens and not held behind closed doors.

This is the county taxpayers' land and the people have a right to provide their input and wishes into this matter.

I find it shameful that normally caring county citizens mutely allow county leaders to pursue an agenda leading toward predictable county elderly life-quality abuse.
