NOTICE TO BIDDERS Notice is hereby given that the Twin Lakes School Corporation, Monticello hereinafter referred to as the "Owner", will receive sealed proposals for the public construction work as follows:

ADDITION AND REMODEL FOR

TWIN LAKES SCHOOL CORPORATION ADMINISTRATIVE BUILDING 565 SOUTH

MAIN STREET

MONTICELLO, INDIANA 47960 Proposals may be submitted received until the hour of 11:00 AM (local time) on Friday, December 22, 2006, at the Twin Lakes School Corporation Administrative Building. Bids will be publicly opened, reviewed and read aloud. Bids received after the time and date stated will be returned unopened. Receipt and consideration of proposals is subject to funds being available and approval of Governmental Agencies having jurisdiction. A Pre-Bid Meeting will be held at 10:00 A.M. (local time) on Monday, December 11,2006, at the Twin Lakes School Corporation Administrative Building 565 South Main Street, Monticello, IN 47960. Tax Exemptions (legal entities) Contract price will be based upon a complete exemption of Indiana State Sales Tax, and if later determined that a tax must be paid by owner, contract price will be adjusted to reflect this liability of owner. Owner will furnish copies of tax exemption certificates to all contractors. In accordance with the Davis-Bacon requirements, all contractors and subcontractors are required to pay not less than the common construction wage rates listed on the wage scale determination for each classification of work performed on this project. The bidders attention is called to the "Notice of Requirement for Affirmative Action to Insure Equal Opportunity (Executive Order 11246.)" There is a 10% MBE/WBE participation goal for this project. Section 3 of the Housing and Urban Development Act of 1968 provides that to the greatest extent feasible, training and employment opportunities shall be made available to lower-income residents of project areas and that contracts be awarded to small businesses located within the project area or owned in substantial part by project area residents. All documents with each proposal shall be in a sealed envelope directed to the Twin Lakes School Corporation Board of School Trustees, and plainly marked to indicate the title of the project, and the name and address of the bidder. Bidders shall enclose with their proposal the following properly signed documents: a) Indiana General Form 96 (Revised 1987) b) Two (2) copies of the Architect Proposal Form c) Executed Non-collusion Affidavit d) Bid Security Each proposal shall be accompanied by a bid bond, properly executed by a corporate surety company satisfactory to and payable to the Twin Lakes School Corporation. The bid bond, cashiers check, or certified check shall be in the penal sum of five percent (5%) of the total bid. It shall guarantee that the bidder(s) enter into a contract, if the bidders' proposal is accepted, and will perform the obligations set forth in the proposal. The bidder whose proposal is accepted will be required to furnish a performance bond. The performance bond shall be in the penal sum of not less then one hundred percent (100%) of the base bid, plus any bid alternates .. It shall be conditioned on the faithful performance of the work in accordance with the plans and specifications, on the payment by the contractor and all subcontractors for labor performed and materials furnished, and for the payment for, or the performance of, other services rendered in connection with the satisfactory completion of the work set out in the proposal. All premiums shall be included in bid and paid for by the contractor. The performance bond shall be in full force and effect for a period of one (1) year from the date of final acceptance of the work. The bidders may, at their option, provide a combination bid and performance bond with their proposal. In the event any bidder withdraws their proposal, or fails to execute a satisfactory Performance Bond within 10 days after a contract has been awarded to said bidder by the owner, the owner may declare the bidder's certified check, cashiers check, or Bid Bond forfeited to said owner as liquidated damages.

ORDINANCE #06-06 AN ORDINANCE ESTABLISHING CARROLL COUNTY TRAFFIC ORDINANCE

WHEREAS, it has been determined by the Board of commissioners of Carroll County, Indiana, through the Highway Engineering Department and the Sheriff's Department, upon the basis of an Engineering and Traffic Investigation, that the specific speeds, regulatory signs and limitations and restrictions are reasonable and safe and in accordance with the Indiana Manual On Uniform Traffic Control Devices; and

WHEREAS, in order to increase the safety of the public and to promote the public welfare: BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF CARROLL COUNTY, INDIANA AS THAT:

SPEED LIMITS ON COUNTY HIGHWAYS

(A) Definitions. For the purposes of this section the following definitions shall apply unless the context clearly indicates or requires a different meaning.

VEHICLE. Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway.

(B) Purpose. The purpose of this section is to establish reasonable and safe maximum speed limits on county highways.

(C) Speed Regulations.

(1) No person shall drive a vehicle on a county highway at a speed that is greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing.

(2) The limits specified in this section shall be the maximum lawful speeds on the county highways, and no person shall drive a vehicle on a highway at a speed in excess of such maximum limits.

(a) Forty-five miles per hour on any gravel road;

(b) Fifty miles per hour on any black-top, concrete or other hard surfaced road.

(D) Exceptions.

(1) Special Hazard. Except when a special hazard exists that requires lower speed for compliance with (C.)(1.) above of this section, and such lower speed is posted.

SPEED LIMITS ON STREETS

IN RESIDENTIAL SUBDIVISIONS AND TOWNS

(A) Speed Limits. The reasonable and safe prima facie speed permitted on streets in residential subdivisions, or streets located within unincorporated towns which have residential structures situated at intervals of less than 200 feet for a distance of at least one fourth mile shall be as follows:

(1) On all streets located in residential subdivisions the maximum speed limit shall be 25 M.P.H., unless a different speed is designated herein and posted.

(2) On all streets located within unincorporated towns which have residential structures situated at intervals of less than 200 feet for a distance of at least one-fourth mile, the speed limit shall be 25 m.p.h. unless a different speed is designated herein and posted.
