APC accepts draft of revised zoning ordinances

In a six-to-one split vote, Carroll County Area Plan Commission approved a draft of the revised zoning ordinances at the Tuesday evening meeting.

APC member Pete Wagoner of Camden provided the dissenting voice.

Wagoner questioned the action by commissioners that directed zoning administrator Dale Huffer to not issue a building permit for the proposed megadairy operation until their plan was presented to commissioners in an open forum.

Wagoner asked Huffer to explain the ramifications of the commissioners' directive.

"I think they'd like to see a detailed drawing," Huffer explained. "We've all heard the rumors."

"We've had no real contact with the developer," commissioner Loren Hylton said from the audience to explain the action.

He said his concern was the differences between the size of the herd reported to the community, which was 3,500, and the number that appeared on the Indiana Department of Environmental Management permit application, 4,100 head.

Huffer said commissioners will provide the final approval for the revised zoning ordinance and could reject the draft and send it back to APC "for further study."

Wagoner said APC had a responsibility to work with commissioners to make sure the ordinance is consistent with their intent.

The revised ordinance, approved by APC will be advertised. It will then be on the agenda at the Sept. 26 meeting scheduled for 7 p.m. for approval. It is scheduled to be presented to commissioners at their Oct. 2, 9 a.m. meeting for final approval. The revised ordinance draft can be

viewed at the Area Plan office on the second floor of the courthouse.

Comprehensive Land Use Plan

APC members delayed signing a contract with Ground Rules of Indianapolis to develop a comprehensive land use plan. The firm was recommended by a committee established to choose a group to provide the service.

APC members decided the firm would present their proposal to APC members, commissioners and council in a joint public meeting. Huffer was directed to schedule the meeting.

Other business

A favorable recommendation was given to Jack and Phyllis McCarty to rezone

a property at 252 Cumberland St. in Camden from business to residential. Camden Town Council will make the final determination.

Board of Zoning Appeals

A special exception was granted to Randy Birge to build boat storage structure at 11752W 800N in Jefferson Township.

A variance was granted to Eugene and Sherrie Cocanower for an unattached garage at 10473 N Earl Ave., Monticello in Jefferson Township.

The next APC and BZA meeting will be Sept. 26 at 7 p.m.
