APC issues 45 permits Forty-five permits were issued by Carroll County Area Plan Commission during August, for improvements amounting to $4,937,200. Residential permits with $991,000 value were issued to persons in the following townships: Democrat - Carroll Jervis, residence; Tony Liggett, residence; Jefferson - Winstead Enterprises INC, residence; Greg Milakis, residence; Thomas Walter, residence; Rock Creek - John Garrison and Samantha Johns, residence; Tippecanoe - Robert and Dora Willis, residence.
