Delphi's senior housing project is a go

The Indiana Housing and Community Development Authority announced June 15 the Area IV Development Corporation was awarded two grants to proceed with the proposed senior housing project planned for the outskirts of Delphi.

Called Water Tower Place Retirement Village, the project was designed for those 55 years old and older. It will be located near the Whiteman Addition, at the corner of US421 and Armory Road.

Financing will be arranged within 30 to 90 days and Area IV has an option on the desired land, according to project manager David Uttermohlen.

Uttermohlen said Area IV will be "lining up contractors, refining designs and marketing units" simultaneously as financing is falling into place.

He expects groundbreaking to be late summer or early fall. Units could be available for occupancy as soon as the end of the year.

"There is a pretty strong demand for this type of housing in the Carroll County area," Uttermohlen said. "Once the financing is arranged, progress will be swift."

The city of Delphi has agreed to install water and sewage lines to the complex.

"We will be working with Area IV through their construction process," Delphi Mayor Lee Hoard said. "As soon as we get the word, we'll start putting in the lines."

The retirement village will consist of 16 duplexes, or 32 two-bedroom units. Elderly tenants who qualify will pay $250 per month plus utilities.
