Eagle Scout project to honor Flora VFD

Tyler Jenkins, a member of Boy Scout Troop 144, proposed a project to honor Flora volunteer firefighters at Monday night's meeting of the Flora Town Council. This project would satisfy his Eagle Scout community service requirement.

Jenkins has designed an expandable sign that he will construct between the west end fire department garage door and the back door to the Fireside Building on West Walnut Street. The sign, which he estimates to cost $344, will list all the volunteers who have served on Flora's fire department since it was organized in 1908.

Jenkins, who is also a Junior Firefighter, said, "This will mean a lot to me and to the fire department to get the project completed."

Jenkins has already received a $100 donation for the project and anticipates receiving more donations. Town officials approved his project and offered to make up any difference between the actual cost and the donations received.

A pre-fair meeting between the Flora park board and 4-H fair officials will be held April 10 at 7 p.m. in the 4-H Community Building. The purpose of the meeting, according to Clerk-Treasurer Joretta Tinsman, is to work out issues prior to the event. A problem in the past is trucks and livestock trailers parking in areas not designated for that purpose.

Town attorney Dick T. Bishop advised officials to adopt an ordinance establishing that during the fair livestock trailers parked in nondesignated areas will be towed at the owner's expense.

Flora Town Marshal Paul Redmonsaid that there has been vandalism reported along the railroad tracks from West Columbia Street to Clark Street, mostly rocks being thrown through windows. He also said that lights along the walking trail at the park have been damaged. He requested that police be contacted if anyone has information.

Redmon also reported his department's activity for March as follows: 13 arrests/misdemeanors, 5 felonies, 26 citations, 47 warnings, 101 calls for service, 2 accidents, 2 consents, and 2 warrants.

Scott Sisson, reporting for the park department, said that they are seeking an interested group that would volunteer to keep the log cabin repaired and safe.

He also said there has been no activity at the horseshoe pits for some time and repairs need to be made. The park department recommends removing the pits and seeding with grass.

Tinsman was instructed to advertise for bids for the curb project to finish South Center Street from Catherine to Clark streets.

Utilities manager Chuck Everett's recommendation that the town accept the assessment/ cleaning bid for both water towers submitted by Liquid Engineering at a cost of $2,755 was accepted.

Everett was given permission to attend the Indiana Municipal Electric Association Spring Conference to be held May 3-5 in Columbus.

The utilities department will be flushing hydrants this month.

Bill McCarty, wastewater treatment plant superintendent, reported that 93,000 gallons of sludge had been applied to the Paul Fife farm. The sludge is applied twice a year.

The plan commission issued four permits in March: Angela Francis, wood fence; Eva Sisson, shed; Marjorie Peterson, deck; and Ryan Duff, garage.

The second quarter tracking factor recommendation of H.J. Umbaugh & Associates for .015979, a slight increase for the electric utility, was approved.

Town-wide spring clean-up will be April 28. All items must be out at the curb by 7 a.m. for pick-up. If the trash company cannot get all the items picked up on the 28th, they will return the next day and finish the areas of town omitted the day before, and only those areas.

The next council meeting will be May 1 at 6 p.m. in the Fireside Building.
