Council delays decision on EDIT

County residents will have to wait a little longer before learning if they will be paying an increased amount of Economic Development Income Tax (EDIT). The additional amount would be used to offset the revenue lost when the state discontinued the inventory tax.

Carroll County Council members discussed the prospect of increasing EDIT at Thursday night's meeting. Steve Ashby said the county will lose an estimated $662,000 because of the discontinuation of the inventory tax.

Ann Brown suggested that if the council defer the decision until the April meeting, they would have the opportunity to look at the property tax bills, which are now being prepared.

Ashby agreed that the board did not have enough information to make a decision about an EDIT increase. Because the state has extended the deadline for a decision to June, the council agreed to meet April 21 to discuss a possible increase in EDIT further.

Sheriff Dennis Randle requested that he be allowed to fund an expenditure of just over $2,000 for YMCA fitness memberships for 12 officers from the sheriff's commissary fund. The request was made because the sheriff was originally denied the use of the commissary fund for that purpose, unless he had council approval. The council tabled the request and directed Randle to provide documentation of the commissary fund and balance.

President Rob Baker asked Randle whether he repaid the money that the Sheriff's Department received from an insurance refund. Randle said he had repaid half of the $11,000. Baker stated that he wanted Randle to repay the entire amount before the council considered giving funding approval to pay for the YMCA memberships.
